Ideas Taking Shape: Narendra Modi To Implement ‘˜Minimum Government, Maximum Governance’ Today

After taking a bold step to invite all the SAARC heads in his oath taking ceremony, irrespective of the differences, Prime Minister designate Narendra Modi is all set to implement another of his brilliant ideas in the same ceremony today.

Extending his idea of “minimum government and maximum governance,” the new Prime Minister will give an impetus to bringing about a change in the work culture and style of governance.

A statement was issued by Gujarat Bhavan, Modi’s temporary address, in this regard which said that Modi will aim at “smart governance,” downsizing the top layers of the government and making an effort for expansion at the grassroots level.

Similarly, he will merge many ministries to save on cost and complexities.

Late at night on Sunday, he tweeted from his handle giving a hint of the changes to come:

The Prime Minister-designate Shri Narendra Modi has made a historic change in the formation of Ministries. For the first time, he adopted guiding principle of “Minimum Government and Maximum Governance” and also rationalization with a commitment to bring a change in the work culture and style of governance.

• It is a good beginning in transforming entity of assembled ministries to Organic Ministries. It will bring more coordination between different departments, will be more effective and bring a speed in process.

• The focus is on convergence in the activities of various Ministries where one cabinet Minister will be heading a cluster of Ministries who are working in complimentary sectors.

• Mr. Modi is eventually aiming at Smart Governance where the top layers of Government will be downsized and there would be expansion at the grass root level.

• Shri Narendra Modi is aware of the high expectations of the people. For whole four days, he was busy with the formation of Ministry and discussing various alternatives to effective governance, convergence and coordination between various ministries.

• Earlier, there was political instability and multi-party governments, the ministry formation was almost done in a bifurcated manner.

• Shri Narendra Modi tried in a rational manner to club like-minded departments in the ministry formation in such way to convert entity of assembled ministry to organic entity.

• He formed ministry using as an instrument to deal with challenges and expectation of people.

• Integrated and inter-connected nature of Governance is being focused in this positive change.

• He emphasized that the ministry can deliver , can govern and can a bring change in style of functioning.

• In the ministry formation, the process of development will be more inclusive than it has been.

Till now only speculations are doing rounds as to who will make it to the list of ministers. The names doing the rounds include Arun Jaitley for Finance, Rajnath Singh for Home, M. Venkaiah Naidu for Agriculture, Nitin Gadkari for an integrated infrastructure Ministry, Piyush Goel for Commerce and Ravi Shankar Prasad for Law and Justice. Arun Shourie is tipped for the post of Deputy Chairman of the Planning Commission.

Senior leader Sushma Swaraj is likely to get External Affairs or Defence. Murli Manohar Joshi, Sumitra Mahajan or Karia Munda may be considered for the Speaker’s post. It is being speculated that party patriarch L.K. Advani will not be included in the cabinet and may take over as NDA chairperson.

Among the allies, Lok Jan Shakti Party leader Ram Vilas Paswan and Shiv Sena leader Ananth Geete are likely to be in the ministry. TDP chief N. Chandrababu Naidu’s position is yet not clear.

Reportedly, 30 to 40 Ministers are expeted to be sworn in with the new PM today.

The oath taking ceremony will begin at 6 PM IST and is expected to last approximately 75 minutes. It will be held in the Rashtrapati Bhavan’s open forecourt and will host 3000 guests.
